Don't think lead shot is hard to get, it's that many states are outlawing it for game bird use.  Lotsa lead around, most don't want it.

Several craft shows have been to all of  the crafters tents use PVC pipe with sand or anything that is heavy, if real windy they add a sand bag.
They get the sand locally, saves hauling around the weight.

Isn't lead shot getting hard to find?  I noticed lately that all the 
reloading places are selling steel shot.  You might be able to sell the 
lead shot and get rich.
