The IT-28 looks like a handy instrument for a quick check of power supply
inductors. The AC signal it uses is taken from the 60Hz transformer. The
small hand-held LCR meters use a much higher test frequency, which is
going to be a problem with the large self-capacitance of LF inductors.

I hadn't realized before that the old-style capacitor testers had useful
inductance ranges as well.
