Different point of view, I guess.
I go into a govt. office and I see lines at the counter and groups of
employees standing around chatting away from the customers.
I call a govt. office and it takes 10 or 20 tries to get a person.
There are crews of 5 or more out planting a small tree. Ditto fixing a
pothole.
As to generalizing, just because one office is efficient does not mean all
are.
