I agree with Gary.  If 0.1 volt at 50 ohms is not enough to drive your 
counter, there may be a problem with the counter, either that or the IG-42 
is not working as it should. Check with an RF voltmeter or scope to see the 
IG-42 unmodulated output level.  The IG-42 has a potent 6AV5 final with 
output attenuator network to get down to the standard 0.1 volt 
level.  Check at this link for some info on what this nice sig gen is 
capable of doing if you change it just slightly. (short out one resistor)
