[Boatanchors] Rotor Brake Delay

I believe there was a similar article in one or more of
the ARRL handbooks a few years back. It probably was
originally published in QST magazine, as are so many of
the articles in the ARRL Handbook.
I believe I ran across it sometime in the last couple of
months, but have no idea exactly where it was.
