[Boatanchors] Upgrade question

What I did not like was the loss of the old Novice Segments where people
learning CW could operate and expect to be treated as students. Now they
have to operate in the General CW segment.

ONTH:
Between 2003 and the time the change was made I never heard any operation in
either the 80M or 40M Novice Segments.
