[Boatanchors] Dampp Chaser

It is a 3300 ohm 10 watt resistor, Halli may have used an actual "Dampp 
Chaser" in some production but my manual has an errata sheet and company 
edited text to remove the term "Dampp Chaser" which was trademarked.  A 
3.3K 10 watt cement power resistor should make a fine substitute.
