[Boatanchors] CV-591 SSB detector Question

Hello,

I'm in the process of going through a CV-591. I have a question. It is about 
K2. I understand that K2 is used to change from USB to LSB. There is a sort 
of geared shaft as part of the assembly. When K2 energized, it is suppose to 
rotate the  shaft one notch to change the contacts and the SSB setting.  In 
my case, it will not change from USB to LSB. If I turn the shaft by hand it 
changes. The Relay energized as it is suppose to, but the shaft does not 
turn.

What I don't understand is what makes the shaft rotate? Is there sometype of 
spring arrangment that I'm missing? I can see nothing that would make the 
shaft rotate, reguardless if K2 energizes.

Anyone worked on these and have any ideas?
