I bet I know who will foot the bill.  The PSC will dance around the 
issue until they think it is safe to render an opinion.

Have you noticed that with public utilities, the government and doctors 
all collect the fee no matter if they screw up or not.  I wonder what 
they would do if they either had to eat the work or return money when 
they fowl up?
