Not much intelligibility is contained in the low frequencies but they are
predominant in power output. The lows are the major contributor to
modulation levels. So if you are limited to the amount of modulation level
that you can run then you don't want a lot of lows if you want high levels
of modulation percentage as they will hog most of the power and contribute
little to intelligence.
