Glen,

I do believe that WE do indeed know what the legal limit is.

1) I indeed dial down the BC-610 and T-213 to 375W carrier.  It has to 
be done consciously. 
2) I further dial down the modulation - even with 375W carrier these two 
radios WILL bang the peak reading Bird end of scale at 2500W.  I always 
dial it back to 1500W peak.

3) listen on the bands - here those that OBVIOUSLY are NOT doing the above!
