[Boatanchors] ePay New Policies

I stand partially corrected.  Detailed information is deleted after about 90 
days.  A couple of hundred bytes per item remains after that.  The report I 
almost always look at is the one where information is still subject to change.  
It only goes back about 90 days and ends.
