I'm not certain, but I think it's to put over splices in very high voltage
circuits to act as an equipotential surface so there are no concentrations
of electrical stress ** to puncture the non-conducting insulation that
would go on top of it.

**  The electrical stress goes as 1/R, where R is the radius of curvature.
You get more corona from a needle point than a ball bearing.
