I'm not an electrician but am interested in that kind of thing...

My understanding is that semiconducting tape is used in terminating and
splicing high-voltage cables.  The idea is to create a smooth voltage
gradient or taper at the edge of the insulation, to reduce the voltage
stress in the area where the insulation meets the conductor.  The semicon
tape eases the transition between insulation and conductor.

but I was working on a Hallicrafters TO Keyer when I finally decided to 
ask about this.

My late father-in-law was an electrician at ALCOA.  We bought my 
in-laws' house a few years ago and among the things left behind was a 
couple of rolls of rubber "Semi-conducting" electrical tape.

Now, excuse my ignorance, but what would I want with semi-conducting 
electrical tape?
