Heath did not prime their cabinets before painting. 
That is one reason that using "touch up" paint on a
Heath cabinet may be a lesson in frustration.  The
"touch up" paint may cause additional "flaking" of the
existing paint.

The best way is to completely strip the cabinet,
prime, and then repaint.

Of course after using a dishwasher the only thing left
to do is repaint the cabinet!
