Rather that gutting them right off the bat, you might clean off the goo with a
Q-Tip and alcohol or acetone and see if they are still electrically good. You
might be surprised as a full oil fill is not needed to make them good
capacitors. If they don't leak electrically, they should be OK. Paper capacitors
don't loose C like electrolytics.
