Those are not electrolytics, they are oil filed paper/foil caps that should
be replaced as they become electrically (and literally) leaky with age.
As long as you dont start licking the goo there is no danger.
Purists often take them apart and restuff with modern caps.

I just got around to looking over a T-23 / ARC-5 that I picked up at a
hamfest a while back. There are several electrolytic cans mounted on the
bottom of the transmitter. one of them, a .05 MFD, is leaking some greenish
black goo. As I don't know what they put in these some 65 years ago, I don't
know if I touch it if my fingers will be even more worthless than they are
now. Is there any cause for concern with this stuff? PCP's? etc.
