[Boatanchors] boot lace wire cover WA4USO

While not historically correct for the pre 1960 period (it's braided plastic),
Bentley-Harris makes a wire covering called Expando. It comes in (at least) black
and white and in several sizes. The black looks very good with both WW II and
modern mil gear. It's available through standard distributors.
