[Boatanchors] Documentation for Navy ATD and REH Gear

Robert Downs, W5CAB makes and sells excellent copies of the ATD
documentation. I know, a friend recently acquired an ATD and bought the
manual copy from Robert.
As to the REH, he may have that as well, but I don't know.
