No one "owns" spectrum.
In the commercially licensed spectrum only one
carrier may, of course, use that spectrum at a
time so some means is necessary to organize things.
The FCC *could* merely assign spectrum for free as
it does with Ham Radio but instead *is* charging a
"spectrum use" fee - on the premise of an "impact
fee" to then protect and regulate.
Our only concern is unaccountable monopoly and at
the moment the only place I see that as a concern
is the absence of significant low-power radio and
TV spectrum set-asides.
