There are some free graphic editing programs that do quite well at
this. The best freeware photo editor I know of is gimp, the Gnu
Image Manipulation Program. It has versions that will run on Windows,
as well on most Unices and Linuces. It's worth a _whole_ lot more than
the price, which is $0.
