I was the guy responsible for the meter repair kit. I quit making them 
because it was a lot of work and not a break even proposition.
I do have some of the 2 1/2" OD or what ever it is brass tube left. Cost me 
a bundle. Will sell for $1.00 per inch. All you have to do is anneal it and 
expand it to 2 2/2" ID. Sounds simple. To get a good smooth sleeve I had to 
ball expand it in 3 steps to keep from splitting. Bought a hydraulic press 
to do the job. You might get someone with a muffler expander to do it. My 
attempts at that approach were less than satisfactory, from my point of 
view.
