It is undoubtedly the standard 7/32" dia. 3-circuit jack for the common
PL-68. For a CW key, the ring terminal won't be used. TCS transmitter is the same
way. Which isn't surprising as the T-827 was part of the system that
replaced the TCS aboard ship.
