[Boatanchors] Technical help - What are the requirements?

You really don't need NIST traceable calibration anymore.
You can build a 10 MHz GPS Disciplined Oscillator for less
than $100 (I built two) that is as close to NIST as you can
get without really going there.
Any need for better accuracy and you are on the wrong reflector,
you should join Time-Nuts !!
