Thanks to all who responded. If anyone has the same problem I suggest you visit Al's website shown below. I followed his example and the NC-183D AVC is now working perfectly. Beware, you can change every cap and resistor in the receiver but if you over look the coupling caps buried deep in the RF section the problem will continue.

Ron,

Sure sounds like a classic AVC problem. Open up R-41. The AVC bus
should then be infinite ohms to ground. If I had to guess, I'd expect
leakage in the .001 mica grid caps on the RF stages. You can read my
