Since the capacitor is in PARALLEL with the 47K
resistor the reading would be VERY low!  If it were in
series with the resistor (which it is NOT) then the
reading should be fairly near 47K ohms and if the
capacitor were fine then the resistance reading would
be VERY high!

However, it is possible that the capacitor is shorting
at the higher voltage that the circuit normally has. 
But, I would check the circuitry around the oscillator
tube because some problem there is more likely.

If the .005 cap was shorted, you'd have a 47K
resistance to ground.  That seems awfully high for a
cathode-keyed circuit to be doing anything.
