If the .005 cap was shorted, you'd have a 47K resistance to ground.  That
seems awfully high for a cathode-keyed circuit to be doing anything.

What are the voltages on the 6CX8?  Does the cathode voltage look like it's
close to ground?  What are the resistance checks like?
