When I worked on Hi-Rel parts, we always thought of them as being tested
to just before the point of failure. Hi-Rel test specs are quite severe.

Are you sure? The shuttle certainly uses VERY carefully tested parts, since
its
man rated. I thought everything had to be 100% traceable.
