Bill, if Gary can't help you, you should check out the Usenet newsgroup 
rec.antiques.radio+phono.  There are several folks who 
monitor/contribute to that group who make replacement dial covers and 
dial glasses (mostly for old broadcast radios, but also for 
communications receivers).  If you have the pieces, and it sounds like 
you do, there will be someone who can reproduce the dial for you.  The 
first outfit that comes to mind is RadioDaze at 
http://www.radiodaze.com/reproglassdials.htm .  They have reproduced the 
glass printed dials for Hallicrafters radios.  That's who I would 
contact for a reproduction dial if I were in your shoes.
