That's right !  Bringing it up carefully/slowly with a variac AFTER a
quick inspection is OK. I've been told many times by someone who bought a
radio that they plugged it in and sure enough it did "light up" ...and
"smoke up" as the electrolytic or come series component to it drew
"excessive" current. If the seller does not know to do this, I'd just as
soon they didn't try it out. There are also people out there who just got
something at a garage sale or out of granny's attic and really don't know
how to take it apart. I know that's difficult for most members on this
reflector to believe   ....but they are out there, not handy at all, use
screwdrivers as chisels, or as pry bars to move a refrigerator (ruining
the floor in the process).

In my opinion, turning on a piece of equipment that has sat unused for
years
just to "see if it lights up" is about as bad and as stupid of a thing as
is 
possible
to do.
