No!

Remember that most SWR bridges will only indicate a
1:1 SWR when the impedance on both sides is 50 ohms. 
Or, if the SWR bridge was built for a different
impedance (back in the 1950s and into the 1960s some
SWR bridges were made for 72 ohm loads) then a 1:1 SWR
is going to be indicated at the impedance of the SWR
bridge.  This will not tell you anything except that
you have matched the impedance of the bridge.

and SWR meter. Set the tuner to arrive at 1:1 swr.
Then I would try to use some kind of impedence
measuring device and look down the tuner/antenna to
see what its impedence is. Since I know the match was
1:1 then the transmitter's impedence must be the same. No?
