Yikes.  I've gotten a lot of stuff from Mouser that presumably came
through the same hub and have never had any problems - but then again
I'm not sure any part I've bought from them ever cost more than $1.

I've had gripes about Fedex, UPS, and USPS over the years regarding
service and policies but have never seen outright theft.  Lazy
employees, incompetent systems, shippers who don't know how to
package priceless treasures, but nothing quite as bad as what you
deal with.
