[Boatanchors] Wanted: State secrets aka how to paint a front panel

Hi all,
I am restoring an sp-600. Quite simply the seemingly easiest part of the project is the most difficult . After five tries I am at my wits end. I understand getting an automotive finish with a spray can is a matter of luck (sanding out bad spots and then hoping the next coat won't fill up the engraving). The troubles I have had aren't worth going into. 
What I want to know is what methods are in use for filling in the engraving. I have tried a paint filled pen. If they worked reliably, that would have been easy. 
The panel has a fresh coat of primer and paint. Lettering happens this weekend. One way or the other.
