When you have a raw materials shortage and need all your standard issue 
hardware for operational units. The training hardware probably minimized 
use of unobtainium, at a sacrifice in performance or operational 
specs.   Access to raw materials not available in the Japanese islands was 
one of the factors that caused Japan to go to war.
