[Boatanchors] Training radio operators, 1930-1945

I recently got a WW II Japanese training transmitter which will
complement my display of Japanese Morse code training oscillators. This
got me to thinking, "How does one train a military radio operator, circa
1935-1945?
I would assume there were classes on basic radio theory and circuits,
training in Morse codes but how do you train someone to operate a
transmitter? A corollary to this question is why bother to make a
special training transmitter when you can simply use a standard issue
receiver and transmitter?
