I assume these figures are from license stats. I guess the problem with
that is, with the long lifespan of a license, the license count is many
years out of synch with the actual living & still-interested operators.
Alot can happen before one is required to renew...and there isn't a way to
tell if all those bits of paper that were mailed out are still being used
or will be renewed.
