Much of what you mention has to do with protocol (operating standards).
These don't fall within the FCC's interests in regulating.  It's up to the
community to try.
 
I have an affinity for morse - learning it quickly very young, drawn in
fascination to those strange sounds from a neighbors home many summers ago.
Having seen others struggle with what came easy to me brought a cdertain
compassion, but not a desire to remove the requirement simply because it's
difficult, because 5WPM is not impossible.  
 
Weakening this requirement globally is one thing, but with the US's attitude
to "go it alone", why not in this respect?  
 
I think that having the requirement gives the Amateur Radio Service a fully
rounded participant, not just someone who can - potentially - ace a written
exam.
