[Boatanchors] know code / no code debate

I agree Jim: Now that the FCC is about drop code for any class license, 
there should be some time frames built into upgrades. As example you had to 
operate for one year to from Class "B" to Class "A" which allowed you a 
chance to get to know the correct way to do things. As another example, 
became Class "B" in 1948, and while overseas went Advanced in 1953. In 
April 2000 I went to a testing session to take the written and wait for 
April 15 to grade to Extra Class.  As they were giving the code test(s) 
before the written, I took the code and passed by missing 2 letters.
I hope FCC cranks in time gaps to go from lowed class license to the 
highest (Minimum 180 days but prefer 1 year).  This my 2 cents worth.  By 
the way when I took the 20WPM, I had not been on CW for almost 12 years 
with exception of about 10 QSO's using a RS-6/RT-6 in the 80 meter novice 
band running about 12 watts into a random 40 wire.
