Actually, this is a blatant attempt to screw
the buyer. Many (too many) people bid based 
on price and discover too late that there is
a lot more to pay than the price they offered.

ALWAYS caculate the final price before bidding. 
If not stated, ask the seller -- many sellers
pad the price with 'handling' and such.
