Seems I remember a couple or three decades ago learning that the amateur
service was not included
in this protection/prohibition. But the act of 34 did intend for all non
commercial communications to
be secure in this way. Lot's of traffic was handled in plain language back
then.

As my rapidly failing memory serves me, there was something in the
Communications Act of 1934 and I believe subsequent amendments to that act
concerning
secrecy of communications. Basically and loosley, it states that one is not
supposed to disclose the content of communications unless such
communications are
designated for public dissemination, i.e.: broadcasting. Obviously, this is
violated every day.
