[Boatanchors] HF-380 problems

I posted this to the Collins list, but thought I would appeal to the 
expertise lurking around here!

We (our local radio club) are preparing a display station, K3NHK (KNHK is 
the 4 letter ICAO ID for NAS Pax River airfield), for the Naval Air Test 
Museum here at Pax River and we are having problems with our HF-380.

It works fine on receive, but only puts out 10 watts or so on Tx (CW mode or 
SSB), and then only with the mic/carrier control at max.  This is into a 50 
ohm dummy load.  Power supply voltage checks are all good.

Any suggestions on troubleshooting.  I hate to face the prospect of 
replacing the drivers or final transistors, but I guess they are pretty high 
up on the list!
