Hi Jim,
This is an American expression meaning "tender love and care".
Depending on who is using it, it can mean anything from, "it works and looks
great but needs a little dusting" to
" I think all the parts are there but it doesn't turn on." ;<)
In any case about all you can be sure of is that the radio is not in just
like new condition.
