"TLC" means "Tender Loving Care." In other words, it needs a little work,  
but is restorable. Welcome to the hobby. Remember to be careful around the high  
voltages used in old equipment. If you are married, remember to tell your 
wife  occasionally that you still love her more than old electronics. (Most of 
the  time.)
