I agree you should monitor the B+ line in and the regulated voltage out.

Also, measure the series resistor to the VR tube to see if it has changed value. Then measure the voltage drop across the resistor to indirectly measure its current.  Total current through the VR series resistor should be in the normal range for the tube assuming not much current is supplied to the regulated load. The current should probably be in the 5 to 20 ma range for OA2's and the like and 10 to 30 ma for octals. If you have replaced the rectifiers with solid -state diodes and not included dropping resistors the B+ into the regulator could be much too high.

I've seen VR tubes in commercial products (broadcast transmitters) last in excess of 75,000 hours.  They sometimes glow between the envelope and plate when they are pulling excessive current. Some tubes will pulsate and are candidates for replacement. They don't last forever but they can last a very long time.

Some tube testers, (Hickok 539?) will allow you to vary the applied voltage to the VR tube under test and watch the regulated voltage output; otherwise, in circuit tests should tell you enough.
