Vic,
Are you sure the tube line-up is correct? The DC SW-3 uses 36-36-37
and did not have a voltage divider since it is powered by three
battery voltages. Below is a url to the Model II DC-SW-3 schematic.

The DC SW-3 has a toggle switch in the front  lower right hand
corner to disconnect the B- of the batteries.
Could yours be a Model II, DC SW-3?
