Is it wise to do this if the paint is enamel? Normally the combination results
in discoloration and other disfigurations over time. Even if you remove the
paint and primer beneath it, without using metal prep on the bare metal residue
remains.

A "lacquer stick" is what I use. Although I have had
a number of these for years, I believe that they are
available from Antique Electronic Supply. They come
in various colors.
What you do is to "rub" them on and then use a paper
towel, soft cloth, etc., to wipe off from the panel.
The "paint" stays in the etched lettering.
