[Boatanchors] identification help please for a wavemeter

Good evening Gentemen,
I acquired a wavemeter recently from a silent key estate that I thought was a BC221 in a pale grey case but I have just opened it with something of a shock.
The inside panel behind the cal. charts looks superficially like a BC221 as the overall device does. However, thats about where it ends and I am completely mystified by this instrument.
The front of the box carrys a label that says TS323/UR and the spares (tubes) behind the lower front panel are one 9002, two 6AK5's, one 6C$ and a 9001.
Now it starts to get weird as the knobs are straight off an RCA instrument ( AR88 small) and the output on the front panel carries an "N" type socket (original not modification) and the charts appear to cover a frequency range of 20 MCS to 480 MCS.
Is this a VHF/UHF version of the old 221 please and I suspect it was produced for the navy probably.
