I'm one of those guys that swear by Simple Green.  If I get a panel that 
is caked with nicotine, I first check by applying a little Simple Green 
in an inconspicuous place.  (So far, a complete waste of time as I've 
never had paint react with Simple Green...but rather safe than sorry.) 
If all is well after a few minutes, I spray the panel, let it set for a 
minute or so and then flush it off with water.

I've also used baby oil to refresh the look of "elderly" paint.  Once 
again, try it on an inconspicuous spot first.

Don't use 409.  It will dissolve certain paints.  For example, the 
labeling on Johnson Viking equipment will disappear if "cleaned" with 409.
