Not always, Milton Avenue in Syracuse NY has the Go (Green) on top and
Stop (Red) on the bottom. It's an Irish thing in the neighborhood.

For those that can't see, it's a link to a picture of the traffic light
at the intersection of Tompkins and Milton in Syracuse with the green
light at the top and the red light on the bottom, with the history of 
how it came to be.

There is a nice electronics surplus store (not much military stuff 
anymore and no, I can't remember the name or address, I can just drive 
to it) close by so I drive thru that area occasionally, that's how I 
remembered it.
