[Boatanchors] Old resistor values

The new traffic lights they are putting up now use big arrays of LED's.  
They are "BRIGHT"!!!  They are certainly red and amber and green to my 
eyes, and can be seen a LOT further away than the older incandescent 
ones.  

I don't notice any yellow or blue cast, but haven't really looked for 
it.  I wonder if this color cast is intentional on the incandescent ones 
or a result of the LED characteristics?
